Prince William-Manassas ADC Overview

Prince William-Manassas Regional Adult Detention Center is the primary public detention facility for Prince William County inmate custody. The operator is the Prince William-Manassas Regional Jail Board, a regional jail authority formed in 1978. The jail serves Prince William County and the independent cities of Manassas and Manassas Park. It also receives arrests connected to county towns and communities such as Dumfries, Haymarket, Occoquan, Quantico, and Triangle.

The facility holds adults arrested locally, pretrial detainees, people serving local sentences, work release inmates, and special housing or mental-health housing populations. The ADC is not divided into separate public-facing roster facilities. Official budget and annual-report material describe the Manassas Complex as including the Main Facility, Modular Building, Central Building, Jail Annex, and related spaces, but public custody lookup, visitation, mail, and money instructions route through one ADC system.

Prince William-Manassas ADC Population

The October 1, 2025 State Board of Local and Regional Jails capacity report lists Prince William/Manassas Regional Adult Detention Center with 871 state-rated beds, 1,320 management capacity, and 546.71 average daily population. Prince William County's FY2026 adopted ADC budget lists FY2024 actual average daily population at 539 and FY2024 commitments processed at 7,905. Those counts describe the local regional jail, not VADOC state prison population.

Management capacity can be higher than rated capacity because housing is managed through operational practices. Usable space can still be affected by administrative segregation, medical needs, quarantine, mental-health housing, and safety separation. The ADC uses minimum, medium, and maximum custody classifications to assign housing and supervision.

No official public online ADC roster was located for Prince William-Manassas Regional Adult Detention Center. Current inmate lookup is handled by phone through ADC Inmate Records. The official page says staff may release current court status, current charges, bond if one exists, the next scheduled court date, and sentenced release date when the person has been sentenced. Juvenile inmate information is not released, and the ADC will not confirm people who are no longer incarcerated or who are being transported to or from the facility.

Visiting Prince William-Manassas ADC

ADC personal visits are non-contact video visits. Inmates create a visitor list of up to six visitors depending on privilege level, and the list can be changed only every four months. Visitors register through the GTL VisitMe site listed by the county and request the inmate. ADC staff approve or deny the request based on the submitted list. Visitors must arrive at least 15 minutes before the scheduled time and present valid photo identification.

Children under 18 must be accompanied by a parent or legal guardian unless an official exception applies. Prohibited visiting items include cameras, tobacco, matches, lighters, food, drinks, weapons, recording devices, handbags, purses, and cell phones.

Mail, Phone, and Money

ADC mail must use the facility address and include the inmate jail number. Mail is inspected for contraband, and a complete return address is required. Do not send cash or personal checks. Money orders must include the inmate's name and jail number. The county mail rules also restrict stamps, envelopes, paper, pens, pencils, inappropriate pictures, plastic cards, phone cards, stickers, glued items, staples, glitter, confetti, greeting cards, books, magazines, photocopies, and similar items.

Inmate account information is confidential and cannot be released to family or the public. Remaining balances are reviewed on release and may be issued by check. Unclaimed funds are later turned over to the Virginia State Treasury under state rules described by the ADC.

ADC Booking and Intake

After arrest, the person appears before a magistrate who reviews bail and decides whether the person is committed to jail or released on recognizance. If committed, ADC Intake receives the person, inventories property and money, searches for contraband, provides hygiene items, and secures property. Contraband such as cigarettes and alcohol is destroyed upon admission under the ADC's published after-arrest process.

Intake staff perform medical and suicide screening, take booking photographs and fingerprints, and assign initial housing in a receiving unit. Newly incarcerated people are given the chance to make three phone calls to an attorney, bondsperson, or family. The ADC says those calls may be delayed for a reasonable time if the person is violent or intoxicated. On the next regular court day, the inmate appears before a judge for arraignment, including bond review, counsel issues, and the next court date.

ADC Buildings and Programs

The Regional Jail Board formed in 1978, the Main Facility opened in 1982, and the Modular Building was added in 1990 for minimum-custody housing. County annual-report material describes the Phase II Central Building as a 204-bed facility with work release, laundry, warehouse, maintenance, human resources, special mental-health housing, and mental-health therapist workspace. The ADC Tactical Response Team is described as having roots in late 1982.

Programs are a major local detail. FY2023 annual-report material listed 74 re-entry programs, 212 community volunteers, religious services, law library use, VDOT Flagger certification, ServSafe certification, the Drug Dorm program, veterans services, work release, Electronic Incarceration Program, Work Force details, medical care, and mental-health services. Work Force crews performed mowing, landscaping, litter work, Judicial Complex and historical cemetery work, janitorial tasks, and weather-related debris, snow, and ice support.
